The Central Valley Local Chapter of the California Special Districts Association was formed in January of 2016 to bring resources to the Central Valley special districts. 


Clovis Veterans Memorial District, CEO

Lorenzo Rios is the CEO of the Clovis Veterans Memorial District, honoring veterans and serving the community since 1946. Rios, PhD work in International Relations, is a sought out speaker in leadership development and collaborative networking. A naturalized U.S. citizen born in Mexico, Rios joined the Marine Corps and later the Army where he completed a 23 year military career. He is dedicated to the enhancement of the community through his involvement in local school district, service organizations, and veterans organizations.


Selma Cemetary District, GM

Ms. Miller has been with the Selma Cemetary District for 8 years. She started as the office assistant  and worked her way to the General Manager. She currently sits on the CAPC  (California Association of Public Cemeteries) board and  was recently  awarded Cemeterian of the Year, and  her District will be receiving their  Certificate of Transparency at Legislative days this year. Her background  is in Accounting and Office Management. She believes that education is the  foundation stone to running any district properly. If we are not current  with the changes in the laws we are not running our district to the best of  our ability. That is why she feels that having a local chapter and local training  should be the most important part of having our chapter.


Fresno Metropolitan Flood Control District, GM

Mr. Hofmann is the General Manager-Secretary of the Fresno Metropolitan Flood Control District.  He earned his Bachelor of Science degree in Civil Engineering from California State University, Fresno in 1979.  He has been with the District for 40 years.  Mr. Hofmann is a licensed Professional Engineer in California.
